Step 1: Land Submission and Legal Verification

  • The landowner (directly or through an investor) hands over 4 kanal agricultural land to DHA Lahore in exchange for a 1 kanal plot after the ballot.

  • The landowner agrees to pay development charges imposed after the ballot and before possession.

  • DHA conducts a legal verification of the land and registers it under its name, taking possession. This process takes about 60–90 days.

  • After completion, the landowner receives an intimation letter, which can later be converted into an allocation letter.

Step 2: Affidavit Transfer

  • The landowner or investor finds a buyer and requests DHA (via a stamp paper) to issue an allocation letter to the buyer.

  • Transfer Types:

    • Cleared Affidavit File: Already cleared by the land branch, allowing immediate transfer. This is safer and preferred.

    • Non-Cleared Affidavit File: Not yet cleared by the land branch. Risky as unresolved issues (e.g., missing documents or litigation) may delay transfers.

Step 3: Transfer Voucher and Verification

  • A transfer voucher worth Rs. 6,500 is issued to the landowner. The buyer pays this fee at a bank.

  • The buyer, seller, and dealer visit DHA’s land branch with the affidavit and paid voucher.

  • DHA staff verifies whether additional files can be issued against the land. If all is clear, they process the paperwork, and the buyer collects the intimation letter within 2–3 days.

Step 4: Intimation Letter to Allocation Letter

  • The buyer receives an intimation letter in their name.

  • After 30 days, DHA issues an allocation letter free of cost. For urgent processing (1–3 days), a fee of Rs. 22,000 is required.

Step 5: Allocation Letter and Membership Fee

  • After receiving the allocation letter, the buyer pays Rs. 37,080 as associate membership fees (for affidavit files).

  • Once completed, the allocation letter is ready for ballot participation.

  1. Affidavit vs. Allocation Files:

    • Affidavit files are more expensive but have lower transfer costs compared to allocation files.

    • Allocation files are less risky but may not always be available near ballots.
